On Monday 10 August, Council resolved to adopt the site-specific development controls to be included in the Wagga Wagga Development Control Plan (DCP) and changes to the floor space ratio and height of building provision of the Wagga Wagga Local Environmental Plan (LEP).


Council is in receipt of an application to amend land zoning, land classification, height of building and floor space ratio controls for land on Morgan, Murray and Forsyth Streets.

To address concerns raised in response to the proposed changes, Council has developed site-specific development controls to guide future development applications. These proposed controls are currently on exhibition for comment.

    On Monday 10 August, Council resolved to adopt the site-specific development controls to be included in the Wagga Wagga Development Control Plan (DCP) and changes to the floor space ratio and height of building provision of the Wagga Wagga Local Environmental Plan (LEP).

    To finalise the changes to the LEP, the proposal has been forwarded to NSW State Government to prepare the relevant legislation.

    The changes to the DCP will be made and advertised in the local paper and come into effect on the day it is notified.

    What to expect next?

    It is important for you to have your say in the development that may occur next. As part of the Development Application process, certain developments are advertised and notified for comment. The notification requirements will depend on the scale of the development being proposed as part of the application.

    All applications that are notified will be listed on Council’s website: Notification List

    During notification periods, the application and any plans and specifications will be made available to view and depending on the type of development, applications can be advertised for anything from 7 days to 30 days depending on the complexity.

    Council recently undertook the following public consultation for amendments to planning documents for land located on Morgan, Murray and Forsyth streets:

    ▪ Draft amendment to the Wagga Wagga Development Control Plan 2010 from 18 April to 18 July 2020

    ▪ Draft amendments to the Wagga Wagga Local Environmental Plan 2010 from 10 August to 4 October 2019.

    Thank you for your interest and participation in the exhibition of planning amendments for the Morgan, Murray and Forsyth streets precinct.

    Submissions received have been reviewed and a report is being presented to the 10 August 2020 Council Meeting.

    The agenda for Council Meetings is made available three days prior to the meeting on Council’s website: https://meetings.wagga.nsw.gov.au/

    Time: 6.00pm

    Venue: Council Meeting Room, corner Morrow and Baylis Streets

    Note: Due to social distancing restrictions currently in place, limited capacity is available in the

    Council Meeting Room. Seating will be reserved for registered and approved public address speakers, attending in person. Limited public gallery seating (approximately 20 spaces) will be available on a first in first served basis.

    Note: Please do not attend the meeting if you are sick or feel unwell, including if you:

    As part of the current exhibition for the site-specific development controls, we have received a number of requests for 3D modelling of the proposed development concept to assist the community in understanding what is proposed on the Morgan, Murray and Forsyth streets mixed-use site.

    Council has been provided with a 3D Video and images for the development concept and can provide you with a link to download the video and images if you are interested.

    The files are large and take approximately 20 minutes to download.
