What is a Development Control Plan?
The Wagga Wagga Development Control Plan 2010 (DCP) is a Council policy document that supports the Wagga Wagga Local Environmental Plan 2010 (LEP) with more detailed planning and design guidelines. Whilst amendments may be made, over time, the DCP must be consistent with the LEP. The LEP contains a series of clauses and maps, and includes the zoning for all land within the Local Government Area (LGA).
What are the Draft DCP Amendments seeking to change
What is the residential strategy?
The residential strategy
will look at population forecasts and demand for housing stock and develop
growth scenarios based on this analysis.
What is a rural land strategy?
What will these strategies do?
The outcomes of these strategies will inform amendments to the Wagga Wagga Local Environmental Plan 2010 (WWLEP) and Wagga Wagga Development Control Plan (WWDCP).
How was the assessment criteria established?
The assessment criteria have been development to ensure growth options have merit under the Environmental Planning and Assessment Act 1979.
The criteria are based on the NSW Planning and Environment guideline on preparing planning proposals. This guideline is the key document Council needs to address when preparing amendments to the LEP. The criteria will provide an open and transparent process for assessing growth options and amendments against environmental, social, economic and other specific considerations. In addition, assessing growth options against the criteria will streamline the process for preparing an amendment to the LEP as the options have already been assessed against the relevant LEP amendment guidelines.
What are the benefits of the assessment criteria?
The benefits of using the assessment criteria are:
- The process provides certainty to the community.
- The criteria will ensure the assessment is clear, transparent and equitable.
- The criteria acknowledge the need for key technical work to inform decisions around growth.
- It will streamline the process for preparing amendments to the LEP to implement strategy recommendations.
